08-22-06: Waterfront Access Panel Picked

Waterfront Access Panel Picked


RALEIGH — Legislative leaders have made their appointments to a special committee that will study waterfront access in North Carolina.

State Rep. William Wainwright, D-Craven, was selected by House Speaker Jim Black, D-Mecklenburg, to co-chair the committee.

Other members of the committee include Emerald Isle Mayor Art Schools, Carteret County real estate agent Julia Wax and Newport resident Jim Stephenson, policy director for the N.C. Coastal Federation. Those committee members were appointed by Black.

Senate President Pro-tem Marc Basnight, D-Dare, appointed Dave Inscoe of Morehead City, who is executive director of Carteret Economic Development. He also appointed Barbara Garrity-Blake of Glouster, an anthropology professor at East Carolina University and Carteret Community College.

In addition, Basnight appointed Dare County Commissioner Allen Burrus, Oak Island Mayor John W. Vereen, Buddy Milliken of Shallote and Hardy Plyler of Ocracoke.

Black also appointed Meredith College professor Doug Wakeman and Robin Mann and Ernie Foster, both of Dare County.

The committee will be charged with studying incentives, zoning regulations, shoreline development trends and tools that other jurisdictions have used to facilitate access to waterfronts.

The legislation calls for the committee to make an interim report to the Joint Legislative Commission on Seafood and Aquaculture, the Marine Fisheries Commission and the Coastal Resources Commission by Jan. 15.

A final report is due by April 15
