Jan DeBlieu began work in March 2003 as the third and northernmost of the three COASTKEEPERS®. A longtime resident of the area, she has gained an intimate knowledge of coastal ecosystem through her work as a natural history writer and environmental activist. She monitors the wide waters and meandering creeks of the Albemarle, Currituck, and northern Pamlico sounds, as well as the inlets and ocean waters just off the northern Outer Banks. Jan works out of an office in Manteo, the government center of Dare County.
- Territory: Tidal creeks and rivers, sounds, barrier islands and near shore waters along the northern coast from the southern end of Ocracoke Island to the Virginia state line and inland. The territory includes 125 miles of ocean shoreline, the entire Pasquotank River basin (an area of 3,700 square miles), the lower Chowan River, and the Lake Mattamuskeet region. It adjoins the Federation's Cape Lookout COASTKEEPER® territory to the south.
- Duties: Monitoring beach re-nourishment and dredging projects; seeking out illegal wetland ditching and draining activities; following stormwater projects; establishing a volunteer monitoring network; responding to citizen reports of environmental problems; and implementing a program to educate various groups about the value, tools, and techniques for protecting and restoring the coast. The KEEPER® is patrolling by boat, airplane, canoe and truck.
